The reform timetable
Implementation of the reform is gradual, but the 2026 deadline will mark a decisive turning point for all companies, whatever their size or activity.
From this date :
Large and medium-sized companies will be obliged to issue all their invoices in electronic format.
SMEs and VSEs, meanwhile, will need to be able to receive all their invoices in electronic format, before they are then subject to the obligation to issue them.
All companies, without exception, will have to transmit certain data to the authorities via e-reporting, particularly for international B2B and B2C transactions.
In addition, the Factur-X format will play a central role in this new framework.
This is a human-readable PDF, incorporating a structured XML file that can be automatically processed by information systems.
Although other standards (UBL, CII) are also accepted, Factur-X is set to become the reference format in France for meeting the requirements of this reform.
PDP, PPF, OD: understanding the players
To fully understand the new landscape, we need to distinguish three essential roles:
PPF (Portail Public de Facturation): national government platform (Chorus Pro extended).
PDP (Plateformes de Dématérialisation Partenaires): state-approved private service providers.
